If you wish to talk about a completely NEW topic in a forum, you click on "new topic". However, if you are continuing with something that is already being discussed, it is best to click onto that "thread" of discussion and then click on "post reply". That way there is a continuity of the subject matter and also the people posting on that "thread" will then receive an automatic e-mail (IF they have selected that option) to let them know that you are posting on that topic of interest to them.
